It really wouldn't surprise me to find out that the reason he's not appointing anybody is because he's expecting kickbacks. I mean, if you're a career politician you've got probably hundreds of people you owe favors to (or want to get political favors from) but if you're a businessman from the outside you just don't have that base. So he's probably expecting someone to bend the knee and submit an offering and there's just not that many scumbags beating down his door to become Assistant Secretary of Defense for Health Affairs.
