Almost all tall buildings (>10 stories) are curtain-wall construction. You have a continuously-poured reinforced-concrete core, and then hang the floors from that with an exterior wall that probably isn't structural (or if it is only provides stiffening to the core and support for it's own weight). Because the core is solid concrete it is trivial to fireproof and so that's where you put your fire escapes (and lifts, so people have much less chance of getting trapped in them if there is a fire). If fire manages to make it into that core it's all over. Smoke impingement is also a big problem (especially as the stairwells tend to act as chimneys and can actually draw fire into the core) which is why there's always a very solid door separating the core from the rest of the floor. Putting fire exits outside the core but inside the building is pointless because it damages the compartmentalisation of the building. I've never seen an external fire escape on a curtain-wall building, only on lower-rise buildings, because they're extremely unlikely to be effective for multiple reasons - a lot of people will be unwilling to use them until it's too late, they require expensive constant maintenance because they're exposed to the elements, and are actively dangerous in wet or icy conditions. Also have you seen the pictures? I don't think an external fire exit would have been the wisest choice.

Let's put the external fire escape stuff to the side then. In the US, in our highrises, there are multiple stairwells in multiple locations. Because tall buildings having just one stairwell has lead to many hundreds of deaths. We learned this lesson by the 1940s. Because we had many hundreds of deaths because there was only one set of stairs leading to just one exit.
