I've been wondering this for a while. On that Buzzfeed article, it does rather sound like while the British government has reason to dislike political assassinations on British soil on principle, it felt that these particular people were not worth annoying Russia about. This was literally half a political dispute, and half a mob war.

What was she supposed to do, say "Yes, Theresa May will definitely show up to meet with residents/victims"? May would be destroyed in very similar circumstances though. A ten-minute aggressive interview surrounded by angry locals would be almost enough to end her premiership, I think.
