On one hand she's awful and bad and any vaguely serious contender would absolutely thrash her in a leadership bid. On the other leading the Tory party during a decline like this, about to go knackers-first into Brexit, is one hell of a poisoned chalice.

The minister thinks that actually this is a very good idea, which will show that he does indeed care about those who suffered worst, and grabs Ollie to come with him. Malcolm Tucker follows them and keeps pointing out the minister is so utterly out of touch with the general population he would still lose an argument against a literal vegetable, and degenerates into incoherent swearing as the minister tries to ignore him.

Ironically this could have ended up saving May's leadership at least until conference season.

Honestly May's team is right to keep her away from the public on security grounds. Not morally right, every tory needs to be thrown to the loving wolves at this point, but it's basically a necessary decision if they want to keep her from getting verbally eviscerated or physically slapped.
