No I get that the GST was a regressive, lovely tax. But the better response would have been to adjust income taxes on the lower brackets and increase welfare. I guess Johnny being in charge made that other way impossible, but it's still a lovely legacy system that should either be repealed or compensated for directly. Choosing what gets to be exempt just allows for politicians to directly advantage/disadvantage different types of goods for political reasons.

That's the same logic that results in lovely unions giving up worker rights in exchange for a slightly higher hourly rate. Spoiler: What always ends up happening is that over time those improved rates diminish until they are left on the same equivalent pay they would have otherwise had with less rights. The same thing with welfare and taxes.

Except that the other negotiating party gets into power as well. I get that there were practical reasons behind it and this is maybe the best the GST deal was going to get. But I still think a GST with exceptions is a pretty dumb idea in principle. The very existence of exceptions undermines the stated purpose of being an undodgeable tax and admits its inherent problems of hitting poor people overly harshly. It's just such a useless compromised thing as it stands now. Was it a campaign promise for the Libs or something and that's why they cared so much to get it even in the compromised state? I only vaguely remember the politics around it. The biggest thing I remember from the Libs is being mad over tradies doing under the table deals to dodge income tax.

You're also right, one of their big arguments was curtailing tax avoidance on services because it's impossible to say "you pay cash I do good price" with a GST in effect

What I mean is they never gave up the GST dream after Dr John got dead to Keating. Anyone that thought we would never ever have a GST was delusional. e: it's also a testament to the liberals doing whatever they want by waiting for the ALP to run out of steam with the electorate. Howard basically went "I'm a good guy, no GST" to "GST now" in two years before the electorate could get over their hatred of Paul Keating's use of big words and general attitude.
