1 - Gibbons isn't a mediore manager. He is a good one.

2 - He doesn't really, but almost no managers in the majors do. Advanced game theory would be you bring in your closer any time past the 6th inning whenever you have 2 men on base with 1 out or more, or after a leadoff walk or hit. Those are the highest leverage points in the game and its unknown if in the 8th or 9th if you will even end up with baserunners. Might as well use your best pitcher at the first sign of weakness.
