hard to really call it a "massive push" when they never even finished the bill. the never passed the funding mechanism through the senate, which would require a 2/3rds vote. and they didn't bother because the governor would just veto it anyway

you misunderstand. the senate bill passed 23-14. you need 27 votes in the ca senate to pass a tax increase, which would be needed in a single payer bill. so they only passed a skeleton bill without funding mechanisms (which would need a majority). they didn't have the ability to pass the entire bill through the senate. the senate is generally considered easier for single payer than the assembly, so this was a bad sign.
