Would it surprise you that we deregulated opiates? It wasn't a crazy idea, we tended to overlook pain as something that should be treated, when uh... it sucks and it's a good thing for people's well being to not be hurting all the time. Canada also has the same opioid epidemic so I'd say it's more likely to be something to do with medical treatment, prescriptions, or better doctor coverage of the population.

all the addicts who'd been on prescriptions of carefully labeled and regulated pharmecutical opiods for years suddenly got cut off by the crackdown, and with no accompanying push to treat their addictions, they stayed addicted and turned to the streets to get their fix instead
