Yes, it may be too little and too late or not be enough. But that's not the point. Juncker personally has very little power to accomplish anything more since common action on part of the EU requires the cooperation and assent of the member states since that's what you need to get regulations and directives passed. So to dismiss Juncker's speecht this morning with some lazy, uninformed, and unpunctuated comment about him not ending tax evasion right the gently caress now adds nothing to the discussion because Juncker would not be able to end tax evasion even if he wanted to.
