Incidentally, if you want to see what Crosscheck looks like when it's implemented with non-malicious goals in mind, it's ERIC. Software was developed by IBM and the Pew Charitable Trusts, it's governed & managed by the states that join, it actually uses multiple checks for accuracy, and its a requirement of membership that a) if someone's info is found to be inaccurate, the state contacts them to remedy that and b) when provided with a list of people that may be eligible but not registered, they contact them with info on how to register.
