Yup, Hispanics are counted as white in a lot of cases. One case off the top of my head is bop.gov where if you want to search for a Hispanic inmate, you have to list him as White.

i have some xpertise on this and the way it works in the federal govt is that they consider whether you're hispanic or not to be your "ethnicity" which is different and separate from your "race" your ethnicity is two categories: hispanic or non-hispanic. so the way statistics are reported it flows from gender > ethnicity > race. the races are white, black or african american, native hawaiian or pacific islander, asian, native american or alaska native, or two or more races (excluding hispanic).
