Can someone explain to me why everyone's saying it will probably take Mueller at least a year to do his thing? What part of this process is so time consuming, do they have to run the entire Internet through a decryption engine the size of the moon and then convene a full jury trial on it or something?

It's not unusual for a bill to have a funding mechanism hashed out later. It was killed because CA dems aren't interested in doing single payer right now.
