They can pass some income tax cuts if they include a sunset provision, like they had to do with the Bush tax cuts. They were hoping to make them permanent to force a future Dem congress to have to act affirmatively to raise taxes rather just let them passively sunset. Corporate tax cuts are problematic though because the experts believe that its not possible to pass a significant corporate tax cut that won't have an impact beyond 10 years, even if they sunset after only 4 or 5 years.
