And they didn't try the first radio because they were required to keep it tuned to Centre, which is the authority who gave them clearance to approach in the first place. Not hearing anything on the second radio frequency would normally indicate there was no objection to landing. The ground crew should have been looking out for planes as standard, and calling out warnings if they saw one. It's a frightening cock-up, but more to do with procedure than pilot error. I honestly assume this is because they don't have as many high speed chases in Finland (or wherever) that we do in the US so less times it's gone wrong with deaths so it hasn't been changed in police policy yet.

Looking at the start of the video, they are either on or heading towards Helsinki via route 51, with a right turn coming up onto route 101 to Otaniemi. They are also commonly associated with having screwed something up somewhere else and can be a red flag that the rest of the installation is, at the very least, a little suspect.
