Haha Based on employer polls, a bit more than half of American companies drug test everyone they hire, but that number has been falling in part because so many people are failing their drug tests and it turns out not to matter a whole lot if your employees get high on their own time. Though there's a big problem finding candidates for police departments where otherwise qualified candidates smoked weed in the past, increasing legally too.

I know where I work that if someone showed up drunk, they couldn't be fired for it if they claimed they were an alcoholic, unless they either refused to get treatment or didn't complete treatment, at least for office staff, since our HR manager told me that it's considered a medical condition.

So for instance it's not acceptable to say "we can't hire a guy in a wheelchair as a DMV clerk because we would have to buy him a special desk" but it is okay to say "we can't hire a guy in a wheelchair as a miner because it is not realistically possible to make a coal mine into a suitable workplace for him" So it comes down to whether alcoholism is legally recognized as a disability, which I don't know. The act is very broad in its definition of disability, so it probably is, especially if the guy is currently being treated for it.

Well you did recieve a shock, so danger status 100% all in. You shook hands with the devil and got lucky. Once you saw water in the breaker panel the correct move would have been to have power disconnected further upstream either at the branch feeding your panel or if need be the entire building. The feed to your main disconnect was still live after you flipped it and was quite capable of exploding had water shorted across it.
