Basically, let's say he did in fact help Putin hack into voter registration rolls, and remove democratic voters in Wisconsin and PA. Obviously a crime, obviously guilty. He can then pardon himself and he will never face any criminal charges for the act. Congress would still impeach and the Senate would still remove. But impeaching and removing a president doesn't make him a criminal by itself.
