The definition of perjury you linked is pretty plainly a lot more strict and has no exemptions. Half of 1001 is about ways it can be nullified or made inapplicable.

Edit: To make it simple, the same statement that could get him charged under perjury would likewise be chargeable under lying to congress for the same penalty. Statements that would not qualify under perjury could still be chargeable under lying to Congress.

In both cases the prosecution of the offense is the key issue that needs to be addressed as swearing the oath does not seem to magically cause a prosecution to happen for the subsequent lies.

Yeah again here. So anything that could be considered perjury would also fall under "lying to Congress." And things that are not perjury also fall under "lying to Congress." The penalties for lying to Congress and perjury are the same. Why have perjury or an oath at all then?
