It is probably only possible with Obama/major public figures who give addresses/newscasters etc. because you'd probably need a lot of footage of the same person speaking in more or less the same position to train the network. The point leading up the that was all just audio, which could be faked much more convincingly. And any idiot could do this since it just takes feeding 20-40 minutes of the person speaking, then typing in a script that you want that person to say. There's lots of ways this could be used and there are tons of people who'd believe it. It can also be done live with just the audio where you speak and it converts it into another person's voice. I could imagine someone calling into a talk radio show pretending to be a senator or something. You could easily create a "phone recording" of Hillary and some Russian discussing collusion or a "hot mic" video where you don't see the person's lips or just see them from a distance. Just look at Snopes fauxtography section to see how low the bar is for people to believe even the most obvious fakes. And imagine when this sort of thing is widely used and known about. Trump could have just said "Fake news, I never said that" and that would be good enough for a large portion of the country.

As an optimist when it comes to tech I think that if we get to the point where we have software that can convincingly generate false audio and video, we'll certainly have software that can detect false audio and video, even if it could be convincing to the average listener. I also think that, when this sort of thing is widely used the main consequence will be devaluing video and audio as evidence, since right now the difficulty of falsifying those things is what makes them significant. Plus I bet that the time until we can get legitimately, really, truly convincing fake footage is further in the future than you might expect. I'm saying this since even today you can usually tell even a really excellent photoshop when you see one. But I mean he does that now and his base still buys it and Fox News still backs him up on it. Just seems like there's already so much garbage and bullshit in the media ecosystem that this kind of software won't really change that much.
