It's why Americans and Canadians can cross the border without having to apply in advance. It's why you can fly to the EU, Japan or Australia without having to visit a consulate or embassy. So it shouldn't affect you, unless you're going to a non-VWP country. There might be some issues then, I dunno

It hampers people trying to go to the US. So I read the diplopundit article in closer detail and what I think is a potential risk for regular Joes is that if it isn't fixed somehow there might be a shortage of people who are allowed to accept passport applications, so getting a passport might take more time with a longer wait in the next 1-2 years. What I've been telling American friends since November is, go get your passport. If it's your first one it's a bit harder but once you've had one, renewing is easy. If things go to hell and you don't have a valid passport, your options are way more limited. Citizenship and green cards is, like said, USCIS/DHS territory. Policy changes there are scarier than bureaucratic malfeasance or resource starvation.
