I think the only people who would be willing to actually start a civil war would be the most radical of the radical, and they'd probably look a whole lot like the Malheur occupiers but crazier. Lots of fat rednecks with Realtree camo with customized AR-15s. They probably have few or no skills at war outside of what you pick up with hunting, which means as soon as their war becomes any more complex than "Hide in a blind and snipe random people" they'd fall apart.

Think about how Malheur was almost totally reliant on donations and the police allowing their supply and communication lines to exist.
