I guess I don't get why we care about photoshop and bother pointing it out? Like, these pics are the result of creative work by both cosplayer and photographer. Regardless of who did the lion's share they're both creative people expressing themselves with their art. If there was no original photograph of a person to build on, then ok it's probably digital art not cosplay, but short of that I'm not sure why we're discussing whether we're allowed to appreciate it or not.

I think it's less "this was shopped" and more "this cosplay was shopped onto a swimsuit modeling shoot" which kind of defeats the purpose a bit.
