I could be totally wrong but isn't this the process for a full scale retaliatory strike? Where the nukes are already flying and the President has just seconds to approve the plans that are already all prearranged? Isn't the process to do a limited tactical strike, like what could be used against North Korea, a bit more involved because it relies on a lot more specifics to nail down before anything happens?
