For anyone who even cares, Teasle wasn't corrupt per se, and the movie dedicates about a 2 second shot to it, but he fought in Korea and won a silver star and a meritorious service award, both for outstanding gallantry in combat. The medals are on display in his office and as a fellow soldier he doesn't understand why the vets from Vietnam are so hosed up compared to him and his own war buddies. Granted, he's trying to flex his nuts or whatever at Rambo for acting like a pussy, and he's still a dick, but I wouldn't say he or his office are corrupt.

As far as I can tell it's because image hosting site Imgur.com changed something a few months back on how large they display .gifv files and because .gifv are displayed with {url} tags on the forums instead of {img} tags they can't be resized easily like regular image files so we're stuck with whatever size Imgur chooses to display them at. If we changed the file type from .gifv and imbed it as a .gif it'd be real easy to resize it but it's a 25MB file.
