The only way things can be balanced is to have both parties toeing the line. This analogy sucks because by nature the left can't go any more to the left either. The justification they gave at the time was "the aid package for Sandy was loaded with lots of unrelated, unnecessary spending, and that's what I voted against." Of course, said "unrelated spending" was for infrastructure improvements and climate science which could help to mitigate the impact of future hurricanes but they don't mention that part.
