Cops can almost universally do whatever the gently caress they want with impunity and footage of a freakout during a bogus arrest isn't going to change that fact or help the victim in any way. When the cop, rightly or wrongly, announces that they are arresting you...every institutional mechanism in existence is on their side in that moment and the worst thing you can do is say dumb poo poo or resist them. Hell, look at the Philando Castile traffic stop. Cop shoots the guy for no reason at all and yet cop is still allowed to "control" the situation that he escalated. The other cop doesn't intervene AT ALL. In terms of procedure everything falls on the side of the police; they've been militarized to such a degree that they might as well all have "license to kill – poor impulse control" tattooed on their foreheads.
