I suppose they believe that a war with North Korea is inevitable and that a preemptive strike against North Korea is the most effective way to reduce the collateral damage from that war.

OTOH, Kim's whole thing is that he keeps acquiring weapons to make the costs of a war higher and higher as time goes on. If collapse and war are inevitable, the costs will never be as low as they are now.
