I'm pretty sure he's just taken aback because he didn't consider the possibility that the NK character on the show could benefit him in any way. Gary's performance being considered too scary for Pumice means that it's actually helping out the reputation that sustains his powers.

Yeah, he was concerned that people would find the portrayal of him in Pumice laughable because (presumably) he needs Dreamside to fear his memory on account of him not being willing to do anything substantive that might instill new fear, nor follow through with any material threats. Exactly why he needs to be feared is something we still don't really know. Probably something to do with keeping Steve down, but  The fact that people think TV NK is too scary kinda moots the whole point of this little mission.
