In this case, since NOAA is part of Dept of Commerce, you can hit up Charles Clark at vets@doc.gov or even call him at 202-482-0767. There's a full list of each Agency/Department's Vet Hiring Rep at FedsHireVets.gov. From the main page, go to "Agency Directory" and pick your Department. Names and contact info is listed as well as a list of what areas their hiring in. If they don't think you're a good fit for their area or what you want to do, they'll talk to you about it and pass you onto another department so they can contact you. I've had a couple folks do this (contact the Rep and talk to them or get referred to another group) with good results.

Buddy waiting on gas in Houston wasn't able to load as all the refineries are still shut down due to Harvey. This is good cause he would now be sailing to South Florida with a load instead of sitting high and dry in Texas. On the other hand I heard Rick Scott was giving fuel trucks a police escort to get them to stations.
