The state decided that if they do not recognize the state's and government's authority, then the government cannot grant them firearm permits.  /edit: These are dudes that believe the Bundesrepublik has no authority, because Germany is still an occupied state, and due to some hilarious armchair-lawyer gymnastics, whichever contract the allies imposed on Germany is still in effect.
