There is no such thing as a referendum on the flow of capital, and nothing any president has done since the New Deal has had a major impact on rural areas even though their votes are weighed more heavily in less urbanized states. The US electoral system was created with a pre-industrial society in mind, and the complexities of modernity have only compounded just how obsolete it is - even when the supposedly marginalized rural communities have their votes weighted greater than more concentrated urban districts, their interests aren't served. No element of the voting public is actually considered an essential constituency, only capital and business interests are.
