i dunno where the scmp is pulling that "first such guideline since 1949" stuff from, this sort of rhetoric is commonplace

shoring up private investment and "deepening reform" is a regular sentiment especially when the cpc needs to boost confidence to maintain economic growth. what that article fails to mention is said growth has allowed china to pull over 10 million people out of poverty per year, with the goal of eliminating poverty by 2020 well within reach. that's unheard of in any capitalist country

the party congress is next month and we'll know better what the upcoming generation of leadership will look like when it's done. trying to flex some connections to get into the great hall of the people during the sessions but i doubt it'll happen

it's true in the major cities, or at least it appears to be a commonly held belief here. so you may be half right. the numbers on women and ethnic minorities aren't great either so there's still obviously a lot of work to do
