Phone posting so I won't look for the research, but I recall that like automation, immigration almost always produces net economic benefits but can suppress wages in narrow sectors. So for example a substantial increase in H1b visas might negatively effect wages in the tech industry, but everybody would benefit from better IT services and etc.

i dunno where the scmp is pulling that "first such guideline since 1949" stuff from, this sort of rhetoric is commonplace shoring up private investment and "deepening reform" is a regular sentiment especially when the cpc needs to boost confidence to maintain economic growth. what that article fails to mention is said growth has allowed china to pull over 10 million people out of poverty per year, with the goal of eliminating poverty by 2020 well within reach. that's unheard of in any capitalist country the party congress is next month and we'll know better what the upcoming generation of leadership will look like when it's done. trying to flex some connections to get into the great hall of the people during the sessions but i doubt it'll happen
