I feel like the capital P plan for Puerto Rico is that it drown and burn to open the field for land speculation so outside capital can scoop up the island real estate for pennies on the dollar from desperate people. Kind of like hawaii in the 19th century only with natural disaster and contemporary political malfeasance instead of plague and Christian mercenaries.

[/quote] The problem with this is that relatively dirt cheap land even on the downtown strip was readily available compared with the Caribbean broadly and people weren't biting. The economy and other factors were just not enticing to the vultures.
