u need 50 votes to change the rules to do any of this because otherwise all of this takes 60 votes

the reason u can do a 10 year sunsetted tax cut is because its allowed under the byrd rule.

i think the last several tangos with healthcare should demonstrate that its hard to get 50 votes for jack poo poo in the republican conference rn, and permanently changing the senate is a bigger deal to some of these folks than any piece of legislation.
