Which tends to take pains to be as racially inclusive as possible, it makes sense and is consistent. Anime takes place in this Simpsons-like world, where race doesn't really exist in the narrative unless it is specifically brought up. Even then, it tends to be brought up within the context of nationality, which is more important to a racially homogeneous nation like japan I mean, I don't think there's that many silver haired black people living in Japan but anime would have you believe otherwise

A lot of anime fans are themselves PoC and while anime characters are mostly Asian, that doesn't really translate in typical anime animation. Diversifying characters in a more western way is a harmless expression of relation to the characters they feel close to. Just look at all the black Goku stuff.
