redistricting is done using commercially available software that you input parameters into and it spits out an electoral map for you they use census data and voting records to predict with very high accuracy how many votes for each party will come from various geographical locations at a very high spatial resolution here's a list of features of one if you use one of these, and you end up with significantly more seats than you should based on the total people who voted for you, it is obvious to any reasonable person that you deliberately set out to achieve that result
