It's Thomas Nast. Cover of Harper Weekly from 10 April 1880. It's satirizing the exxxxxxxxxtremely short-lived Workingman's Party of California.  E: Just to be clear, Nast shouldn't be seen as an exemplar of progress. He delighted in attacking immigrants, particularly the Chinese and Irish. Kearney, who helped spur a rewriting of the California constitution to make the state aggressively anti-immigrant and more socialist, was just an easy target.
