Generally speaking, every one who becomes president or desires to can be safely categorized under that label, eventually, if they win. Is there a president that presided over no foreign intervention of any kind or otherwise directly caused mass death a la. Native American removal/wars? Other than Harrison I suppose. Maybe Chester A. Arthur? I would argue Lincoln might deserve a pass except I know he did lovely things to Native Americans.

True, he was pretty pro-torture and advocated targeting non-combatant families and the like, which was disgusting. I guess it's silly to split hairs, but I think there is an arguable difference between "plans to do stuff" and "has already, provably done stuff." But I feel kind of gross getting into this, so I guess I'll drop it and concede to the spirit of your point.
