when I was playing with the arc from a CRT flyback transformer I found the arc was hot enough to light paper, candle wicks, etc. on fire instantly and you could feel the heat coming off of it, and that was just putting 40 watts into it, so I don't want to think about the scorching you'd get if you came into contact with one of those big power line arcs

an electrical arc of any size or power level produces temperatures four times hotter than the surface of the sun

There's a weirdly good chance he's meeting standards if they are similar to OSHA: Scaffolds to a certain standard (floor, dimensions, and railings to spec) count as a normal work surface. You can then climb on something like a ladder up to 6ft before needing to tie off.

Best practice gut is that the scaffold should have another runner at the top so guys like him can tie off, screw the lenient standard.

So I just came from doing a walk-through of an apartment building. At the top of the stairwell I noticed there was no roof access hatch so i asked the super if she knew if there was a roof hatch anywhere or if you just had to get up there externally. She said she remembered someone telling her about how the roof access was in the basement. What??

So we went into the basement, opened a random storage locker. Inside this storage locker were some typical building upkeep supplies including a step ladder. This step ladder wasn't being stored, it was secretly part of the roof access. Looking up I saw a 3 story pipe chase lined with some 1x3's someone had nailed between the studs to form a ladder. So to get to the roof of this building you needed to climb up an old step ladder using the correct safe system of putting all your weight on the top "step", sort of jump and pull your self up into a small hole in the ceiling, then climb 3 stories up in pitch black on a poorly made unfinished lumber ladder, then, while still on this ladder in the dark, pop open a hatch and slither out.
