no, start with 10AP. Grab the Guda-o CE (maybe the Gold Skull) , move to 20AP, grab CE, move to 40aps, grab CE. Do the daily 1ap quests with a Point-maximising team. Once you have the CEs, farm the lower stuff first. There will be more 40AP free quests that unlock and have better currency drops later on, and you can trade up, so it's not a priority.

I spent 6 tickets and 30 quartz and I couldn't even get a featured 3*. Swimming in event CEs though. Gonna have a hell of a time getting these points with only Nobunaga, Emiya, and Benkei huh?

60 quartz got me EMIYA and more importantly my first Medusa, Cu, and George. Still don't have a single Saber servant though, it's getting kind of ridiculous at this point. Only 1 event CE too and it was the 4*. Not sure if I'm gonna raise up EMIYA or Nobu first, I use both pretty regularly on JP so I'm not particularly drawn one way or the other.

But why though. It was double the torture, seeing a gold card that turned out to be not Okita, and then a 5* that also turned out to be not Okita. Also no 4* or 5* event CEs, which was the real crusher.
