FWIW every time I've seen someone using tannerite in real life it's been for its intended purpose of being made into a little target that gives better feedback on hits at long range (300+ meters) instead of packing a bunch of it into something else to make a huge bomb and setting it off right to to them.

The only way you could rig up a bomb with tannerite that didn't require shooting it would be to generate the amount of energy from a rifle round directly into the tannerite, which generally means another explosion. At that point, you may as well just use whatever explosive you have for the detonator and make more of it.
