He is getting his doomsday device built, sure. But it was only really fun using those on the Jedi. If the Rebellion hadn't taken off the way it did, I imagine Sheev would still be sitting in his big chair sadly mumbling "Unlimited powah..." to his two creepy consultants as he presses a button to annihilate another planet full of enemies.
