Is this the last reconciliation vote the Republicans get before the 116th Congress, or do they get to use one during the lame-duck session? Also, can't they defund Social Security and/or Medicaid with said reconciliation vote if they have it?

Edit: Just realized the lame-duck session question doesn't make sense, because Congressional sessions start and end with the calendar year, unlike Presidential terms.
