The fun thing is that Dredd is actually reasonable as Judges go if only because he adheres to the letter of the law and isn't corrupt, lazy or unnecessarily sadistic, and actively pursues corruption within the system. If he was born in a different society he might well be Ned Flanders. The system is completely, unnecessarily hosed up and tyrannical and perpetuating its own problems.
