FDR did the bare minimum required to keep America from collapsing. Which was nice but not nearly enough to matter. Still makes him better than 90% of American presidents, though that is a low bar to clear.

The rest of the film just went right by me. I just read the Wiki plot recap and I remember the assassination and the prison world but that's it. The rest of it sounds like some really solid Trek.
