The basic problem we've run into here is that people want to understand things without doing the work of paying attention. The word 'tax' evokes work, apparently, so people instantly check out - even though Quigon himself explains that the whole tax dispute thing is trivial bullshit:

"I sense an unusual amount of fear, for something as trivial as this trade dispute."

And it's true. He's right: the entire rest of the film, you get very clear, unambiguous imagery of skeleton armies invading a decadent pleasure-world. There is nothing complicated.

But the word 'tax' makes people think that they missed something - because they didn't do the work. The scary tax-concept grows and grows, unexamined, until it overwhelms the brain.

That’s partly true. The taxes are unimportant, except that they are an insult to the Nemoidians.

The ‘diplomatic’ scenes establish that the Republic is human supremacist (i.e. white supremacist). The Nemoidians are the perpetual losers, even though they take pains to operate within the law, because the Republic has a monopoly on force and looks down on their kind. They are not ‘just evil’, but reacting to a long legacy of mistreatment. They aren’t nazis; they’re merchants. The war explodes out of these underlying tensions.

It's not really a theory. In early drafts they really were called Shatnerians, but Lucas changed it because that was clearly too on-the-nose.

It's a joke based on the rivalry between the two series. That's why the villains in Episode I are the Federation, and they have bridges like this:

The actual details aren't that complicated anyway. The crawl establishes it all in like two lines: The Trade Federation is mad about taxes on trade routes to planets like Naboo, so it blockades Naboo in protest. If you're an adult, this is a trivial thing to understand. If you're a kid, it doesn't matter. The Trade Federation are just greedy bad guys trying to take over the planet where the nice Gungans and Naboo live, and taxes and trade disputes are only mentioned in like two or three lines in the actual movie.

It isn't any more complicated than the idea in A New Hope that the Death Star is necessary to hold the galaxy together in the wake of the dissolution of the Senate bureaucracy, as a result of the need to maintain control over all the restless, far-flung territories of the Empire; this was previously accomplished by giving those territories a sense of at least nominal representation in the imperial government, but when the Emperor takes that away, the only alternative is for the Empire to rule by instilling a fear of complete and instant annihilation in all his subjects. Obviously most kids aren't going to understand all that political stuff, but it doesn't matter, because it's explicitly designed to enrich the understanding of older viewers while not impeding the enjoyment of younger viewers. To kids, the Empire is just a bunch of bad guys who are bad for the sake of it, and they're blowing up planets just because they're mean and evil. (And, ultimately, the kids aren't wrong.)
