This level is kind of a mess thematically. Sunset beach, manta ray shooting electricity outside, ghost hotel inside, casino in the basement...so many different themes happening at once

Sketchy haunted place, overly expensive hotel, pollution, casino to waste your money, etc, etc, etc.
