Transformations are pretty ubiquitous for the genre - hell, Sakura's costumes are just a deliberate riff on that aspect - but I'm not aware of anything technically mandating it. Even if there is, any "well technically" are probably just in dry fun, because I don't really think fans of the genre are that frothing at the mouth regarding the issue.
