Man, the bullies in Japanese YA fiction are so uniformly over the top that I sometimes wonder if they aren't. Like all highschools in Japan are just wastelands where the strong prey upon the weak and everyone wears football pads with spikes in them.

My guess is that they appear to be so... to the Japanese, but they are extremely polite and well-behaved compared with bullies overseas.

There are examples of Japanese bullies literally making their victims "practice" committing suicide notably the incident in Shiga (the bullies even held mock funerals for him that they forced him to attend), , where even the TEACHERS would laugh about it. Real life can be worse than fiction.

There was that case in 1988 where a 17 year old was kidnapped, raped, and brutally murdered by a group of school bullies with yakuza ties. Here's a link to the article on wikipedia, but it's extremely hosed up so you probably don't want to click. Reading the bottom of that article I've just learned that somebody made a manga about it, so it's almost not off-topic.

Honestly, no, Japan is way, WAY worse for bullying except for the worst cases I've seen here. I swear there'd be even more school shootings there than the USA if there were half as many guns, even with the cultural differences. It was post apocalyptic sci-fi and the page posted was a UN soldier getting angry about their inability to help in front of a kid, then a flash forward to the kid as an adult and president of somewhere. I have no idea if it was any good or not, but it seemed interesting.
