Ah, I was more thinking of targeting franchises in Texas that could be headquartered elsewhere, also including small businesses that are only in Texas. Maybe adding it as a provision to to whatever business license already exists (or whatever that binds local franchises to local/state regulations)? Ignore me if I'm saying something obviously dumb
